Sullivan's FLAT OUT is a matte flat black touch-up. It features fast-drying characteristics in a medium black colour to provide an essential step in the leg-building process. It's used as a base black touch-up after applying multiple layers of tail adhesive and powder-full during the leg-building process. FLAT OUT contains an intense load of black pigment for complete coverage of leg builders and to provide additional build, texture, and dimension.
